Abstract

This study examines the process of European Commission formation, focusing on its internal organisation, appointments of the Commissioners and the European Parliament’s oversight role. The analysis centers on the Commission chaired by Ursula von der Leyen, emphasizing the delicate balance between Member State input, institutional efficiency, and the criteria of competence and independence. The paper underscores the importance of defining the Commission’s internal organization and portfolio distribution, tasks primarily entrusted to the elected President. It delves into the European Parliament’s role in Commissioner appointments, analyzing how hearings and the final vote contribute to ensuring the EU’s democratic legitimacy and influencing the Commission’s composition.
