Abstract

The Strategic Compass in the Framework of Common Defence and Security Policy Instruments

The fear of war at Europe’s doorstep has had a disruptive effect on the political and legal consciousness of EU Member States, leading to the intensification of the existing instruments based on solidarity among Member States, yet highlighting once again the shortcomings of European cooperation. The European Union’s action appears to be closely linked to the military and strategic contingencies of the Ukrainian case, without resulting into a process of structural innovation of proper cooperation yet. Nevertheless, there are elements that suggest how these acts stand at the basis of a profound renewal of the Union. Such is the case of the Strategic Compass, which, if fully implemented, could enable a sensational development of the Union’s defence potential.
